Dr. Chiang was born in Shanghai, China. He migrated to Japan with his parents in 1977 and finished his high school there. In 1980 he came to Australia to do his university studying, and obtained degrees in biological sciences (B.Sc., Hon.) and medicine (M.B.B.S.) at Flinders University of S.A. In 1992 he came to Melbourne and started general practice. Later he specialised in medical acupuncture and WorkCover rehabilitation, and obtained further post-graduate degrees including FRACGP (specialist in General Practice or Family Medicine) and FAMAC (specialist in Medical Acupuncture). Currently he runs a number of medical clinics with his business partner, and also does some teaching and research.
Dr. Chiang is heavily involved in the Ethnic Communities, in particular the Chinese Community in Victoria. He has held various positions such as the Chairman of the Darebin Ethnic Communities Council, President of Aust-China United Association of Business, President of the Chinese Hong Kong Anniversary Celebration Committee, and Advisor of the Federation of Chinese Association. Currently he is the President of the North Eastern Melbourne Chinese Association (NEMCA), Deputy President of the Migrant Resource Centre-North East, Chief Advisor of the Welfare Foundation of Elderly Chinese Association of Victoria, Committee member of the Australian Medical Acupuncture College (Victorian Branch), and Committee member of the Australian Chinese Events Committee.
As an Australian of Chinese background, Dr. Chiang has been tirelessly encouraging the integration of new migrants into the Mainstream Australian Society, and promoting multiculturalism in this country. The Kite Festival which NEMCA and the City of Darebin co-organised in the last five years has now become an annual event of the City. In 1999 Dr. Chiang was invited by China to attend the 50th Anniversary Celebration of the People’s Republic of China, and watched the parade at Tian An Men. In 2001 NEMCA was awarded the ‘Community of the Year’ by Darebin City Council. This is believed to be the first time a Chinese community in Victoria has received such award. In the same year Dr Chiang was appointed as a Commissioner for the Victorian Multicultural Commission. In 2003 Dr. Chiang successfully was successfully elected as Councillor of the La Trobe Ward, City of Darebin, hence became the first Councillor of Mainland Chinese background in Australia. He was re-elected in 2004. In the same year he became an honorary adviser to the All China Returned Overseas Chinese Federation.
At the end of year 2005 Dr. Chiang successfully ran and became the first Mayor of Mainland Chinese Background.
Apart from medicine and politics Dr. Chiang is also interested in literature, Chinese landscape painting & calligraphy, and table tennis etc. He had many articles and novels published as a student.
